Who We Are
Fitler Square Strategies is a Philadelphia, Pennsylvania-based public affairs firm. We specialize in public relations, issue advocacy campaigns, crisis communications, and management consulting for communications offices and teams.

For the last 15 years, we have overseen responses to the most challenging crises, developed advocacy campaigns for the toughest issues, and led change at organizations large and small.
We’ve been at the highest levels of grueling fights and unimaginable crises. We’ve advised high profile leaders on their best and worst days. We’ve achieved lasting organizational change in entrenched bureaucracies.
We believe everything starts with a communications plan and communications is an organizational commitment. We can be your first call when a crisis strikes or we can work with you to identify and prevent risk so you never have to pick up your phone.
We can advance your issue because we’ve been clients, consultants, and advocacy targets.
We want to be in the hardest fights. We want to help you tackle your biggest problems. We want to help your organization communicate and win.
Mark Nicastre, Founder

For nearly eight years, Mark Nicastre led communications for Pennsylvania Governor Tom Wolf, overseeing media relations, digital communications, and marketing for the governor and the Commonwealth of Pennsylvania. Mark has developed and executed strategic communications plans for elected officials, organizations of all sizes, and state and national issue advocacy campaigns.

Before working for Governor Wolf, Mark served as the Communications Director for Pennsylvania Senator Bob Casey's 2012 campaign and now-New Mexico Senator Ben Ray Lujan's first Communications Director with his congressional campaign and congressional office. Mark also served in several communications and strategy roles with the Pennsylvania Democratic Party.
Jen Wilburne, Senior Communications Advisor

With a varied career ranging from local journalism to vintage shop ownership to state government policy and communications, she also worked as the chief of staff and press secretary to former First Lady of Pennsylvania Frances Wolf and as the advisor on food and nutrition programs to former Governor of Pennsylvania Tom Wolf.
In those roles, she led policy initiatives in criminal justice reform for women and food security and developed a statewide pandemic archival project. Jen has a BA in communication from Penn State University.
